Mnangagwa plots massive constitutional amendments that will totally scrap Presidential elections, keep him in power till 2030

PRESIDENT Emmerson Mnangagwa is plotting massive constitutional amendments that will totally scrap presidential elections while lengthening Parliament and his term from five years to seven, leaked Cabinet documents have revealed.

The proposed amendments, which are set to be presented to Mnangagwa and his Cabinet for further deliberation in a memorandum by Justice Minister Ziyambi Ziyambi today, ensure he realises his dream of governing up until 2030.

Among the proposals is one that seeks to take responsibility of managing Zimbabwe’s voters’ roll from the Zimbabwe Electoral Commission (ZEC) to the Registrar General (RG), an office that once handled the roll but faced criticism for aiding late President Robert Mugabe rig polls.

A Delimitation Commission is also proposed, taking more authority from ZEC which has the sole responsibility to set boundaries ahead of elections.

“This Memorandum proposes a series of legal reforms to strengthen constitutional governance, clarify institutional roles, promote political stability, and enhance the efficiency of the State architecture.

“Clause 2 repeals section 92 of the Constitution and substitutes it with a parliamentary process for electing the President,” reads Ziyambi’s memorandum.

Section 92 of the Zimbabwean constitution deals with the election of the President. Read with Section 158, it sets five-year terms and limits the President to two terms.

Adds Ziyambi’s document: “It specifies that a candidate must secure a majority of votes, and if no one achieves an absolute majority, a run-off election will be held. The process is overseen by the Chief Justice or a designated judge to ensure it is conducted properly.

“These measures strengthen constitutional accountability by promoting fairness, openness, and judicial oversight in the election. The procedure for the election shall be in accordance with Standing Rules and Orders of Parliament.

“Clauses 3,7, and 8 amend sections 95, 143 and 158 of the Constitution to substitute the current five-year term of office for the President and Parliament with a seven-year term.

“The objective of this reform is to reduce election-related disruptions, enhance policy continuity, allow sufficient time for the implementation of long-term national projects, and promote political and economic stability.”

Mnangagwa and his allies are exploring all avenues to ensure he extends his regime to 2030, even against other Zanu PF members? will.

His proposal to extend his stay has heightened factional fights within the ruling party while academics, politicians and activists have come out against the unconstitutional ploy.
