Areas including Hammanskraal West, Mamelodi Extension 10, Irene, Danville and Soshanguve South have been identified as some of the biggest contributors to the spike.
Spokesperson Selby Bokaba says the average usage has climbed above 30 kilolitres per household since December, putting the entire network at risk.
He warns that if consumption is not reduced, widespread water outages could follow.

If not reduced, it could lead to larger scale outages. We urge every customer to take immediate action by checking your property for leaks. A hidden leak can waste thousands of litres,? adds Bokaba.
Meanwhile, residents of Hammanskraal say the ongoing water crisis at the weekend has severely affected their finances as they are forced to spend unbudgeted funds to buy water in order to survive.
The crisis, which has plagued the community, stems from the failed Rooiwal wastewater treatment plant polluting the Apies River, as well as inadequate water infrastructure across the area.
Frustrated residents say urgent intervention is needed to resolve the situation.
