Irklis explained that in recent years, the reliability of electricity supply in Latvia has been significantly improved. There has also been active investment in improving cybersecurity. Currently, the main emphasis is on improving physical security.
"There is good news here too. A few weeks ago, we received support from the European Union (EU) funds - the three Baltic states and Poland. More than 100 million euros will be allocated for additional security solutions. So that we can improve our ability to see, detect various violations, and physically protect our infrastructure," said Irklis.
The Baltic States disconnected from the Russian-controlled electricity system , or the so-called BRELL loop, in February 2025 and synchronized their networks with continental Europe, and therefore need to independently provide balancing capacity. The move provided an impressive example of effective Baltic cooperation on a major and technically complex project - which is not always the case.
Irklis pointed out that the costs of maintaining balanced capacity have decreased significantly in recent months.
Balancing costs were a challenge last year until July. April and March were particularly challenging. At the same time, balancing costs had already decreased significantly by the end of last year and Irklis predicted that this year these payments will be two to three times lower than they were last year.
At the same time, Irklis emphasized that the market is becoming increasingly active - new resources, especially battery technologies, are moving into the balancing market, including not only AST, but also other investors. "There is reason to believe that there will be circumstances that will contribute to this price decrease," Irklis said.
